CLC stands for Community Linkage Commission.  We link together places in AW by roads, rails, rivers, paths, etc.  Such places include large towns, small private settlements, or just individual builds.  We do this to connect these places to the outside world.  You might call it a advertisement service really.  Mostly though, it'll help bring knowledge of the surrounding areas of your town, and perhaps you'll make a bunch of new mayor friends.
